Motion S5M-06920: Donald Cameron, Highlands and Islands, Date Lodged: 28/07/2017 R

That the Parliament welcomes the news that the Locheilnet Community Interest Company is set to expand after being awarded £42,000 by Community Broadband Scotland (CBS) and its delivery body, Highlands and Islands Enterprise; recognises that it was established in 2012 ,with the aim of providing fast and reliable wireless broadband to properties around Loch Eil, Treslaig, Clunes and Achnacarry, and has since expanded to Glenfinnan, Kentallen and South Laggan; acknowledges that it has around 400 customers, who are able to access download speeds of up to 20Mbps; understands that the new round of funding will allow it to upgrade its core network, deliver new masts at Treslaig and Tulloch and provide superfast broadband to several other villages in Lochaber, and congratulates the company on its work to date in providing broadband to some of the most rural communities in the west Highlands.

That the Parliament welcomes the news that the Isle of Luing Community Trust has been awarded a £148,980 Big Lottery Fund grant to develop its Atlantic Isles Centre by establishing and supporting community groups and activities; acknowledges that the trust, which was founded in 2005, promotes the advancement of education for the public benefit in the heritage and history of the isle and works to preserve, restore and improve the environment in and around the area, and wishes it well in its endeavours.

That the Parliament welcomes the news that BASF Pharma has expanded its site at Breasclete on Lewis to include a new warehouse and additional car parking; understands that this facility will help service high market demand for products and that the expanded car park will be able to accommodate the planned increase in staff numbers; notes that the life sciences business current employs 73 people in the area but plans to create more jobs over the next few years as its expands operations internationally; commends Highlands and Islands Enterprise on providing £2.8m of support for the project, and wishes the company every success as it continues to expand.

That the Parliament welcomes the announcement that the Carloway Community Association will receive £74,758 from the Scottish Land Fund through the Big Lottery Fund; understands that it will use the funding to purchase the former Carloway Primary School and associated land situated at Knock and that it intends to help develop the building as a rural life centre with a community shop, ATM and post office, along with spaces for new businesses to grow, and wishes the Carloway Community Association all the best in its endeavours.

That the Parliament welcomes the annual Positive Persons’ Forum, which is due to take place in Glasgow on 1 July 2017; notes that the forum creates a space for positive people to connect with other people living with HIV, to hear the latest on topics relevant to them and to identify shared concerns, issues and priorities for change; understands that the forum is the only one of its kind and that the discussions that take place will help formulate the 2017 Positive Persons’ Manifesto; acknowledges the importance and value of meaningfully involving people living with HIV in shaping the services that they receive, and congratulates HIV Scotland for coordinating the event and for its continued efforts in promoting discussion around HIV.

That the Parliament notes the diamond jubilee in the priesthood of Monsignor Thomas Wynne, who is the parish priest of Roy Bridge, Spean Bridge and Invergarry; congratulates Father Tom on his long and dedicated service to his parishioners; notes that he was ordained a priest on 15 June 1957 and has served in parishes across the Highlands and Islands in the ensuing 60 years, including in Dunoon, Kingussie, Oban and Morar; understands that a celebratory service was held in St Margaret’s, Roy Bridge, on the day of the anniversary, which was attended by the bishops of Motherwell and Argyll and the Isles, other clergy and many hundreds of parishioners, and wishes him a happy and fulfilling retirement.

That the Parliament welcomes the return of the UCI Mountain Bike World Cup to Nevis Range near Fort William where the third stage of the 4X Pro Tour Circuit will take place on 3 June 2017; notes that the Nevis Range circuit was the venue for the first 4X World Cup event in 2002 and that the Rock Garden element of the course is an established favourite with competitors; understands the benefit that this tournament will have for the local economy in Fort William and Lochaber, and wishes Scott Beaumont and Natasha Bradley, who will lead the British 4X challenge, the very best of luck.

That the Parliament recognises Bowel Cancer Awareness Month 2017, which takes place throughout April; understands that almost 4,000 people are diagnosed with bowel cancer each year in Scotland and over 1,500 people die from it annually; recognises the importance of getting an early diagnosis, which can dramatically increase the chance of survival, and calls on all parliamentarians to do what they can to promote Bowel Cancer Awareness Month in their constituencies and regions.

That the Parliament welcomes the news that the future of the Donald MacLeod Memorial Competition in Stornoway has been secured, thanks to a £5,000 grant from the Point and Sandwick Trust; understands that, due to the high cost of hosting it in Stornoway, the piping competition was expected to be moved to the mainland but that this support will mean that it can take place in the town for the foreseeable future; recognises that the competition was launched in 1994 in memory of one of Scotland’s most successful pipers, Donald MacLeod, who came from Stornoway, and wishes the Lewis and Harris Piping Society every success with this and its future competitions.

That the Parliament welcomes the news that Oban Hospice will open a new drop-in centre to support people with life-limiting illnesses; understands that the new centre will open in summer 2017 and will offer group sessions, therapy, and one-to-one support for people with palliative conditions, as well as offering support and assistance for families and carers; notes that Oban Hospice has been fundraising money to support people with terminal conditions since 1997, and thanks the hospice for the work it does for people in need in Oban and the surrounding area.

That the Parliament recognises the recent report produced by Argyll and the Isles Tourism Co-operative (AITC), which shows that, since 2011, the number of tourists visiting Argyll has increased substantially and that the amount spent by tourists has also risen; acknowledges that tourist spending has risen from £167 million to £270 million and that, out of all local authority areas, Argyll and Bute saw the largest increase in tourist numbers with a 21.9% increase between 2015 and 2016 compared to the national average of 4.9%, and considers that AITC’s new campaign, Wild About Argyll, will further contribute to the success of Argyll and Bute’s burgeoning tourism industry.

That the Parliament congratulates Janet McCormack and Dianne Richardson, who are from Innellan, Argyll, on raising £1,290 for the Bullwood Nature Trail; understands that Janet and Dianne raise money each year by organising a spectacular Christmas lights display at Bruan and donating money to a different local charity; recognises that the nature trail is a green community enterprise that is located in the mansion gardens of Alderwoodand and provides a supportive work environment for adults of varying abilities in a tranquil setting; notes that Christmas 2017 will be the 10th anniversary of the light display, and wishes Janet and Dianne all the very best for 2017 and future years.

That the Parliament congratulates Room 13 International, which has received a grant of £49,490 from the Young Start programme; understands that the charity, which is based in Caol, Fort William, will use the grant to “establish a programme of engagement in creative activities working with 10 primary schools and 4 high schools in the Lochaber area”, which will allow young children and high school pupils to work with professional artists to help develop their ideas and an understanding of creative industries; recognises that Room 13 International was originally started in 1994 by pupils at Caol Primary School and has gone on to establish a network of creative studios and artists from across the world, and wishes it every success as it continues to grow and develop its project.

That the Parliament congratulates Islay and Jura Community Enterprises Ltd on its recent £63,178 grant from the Big Lottery Fund, which will be used to provide a weekly support hub session in the Mactaggart Leisure Centre on Islay to provide new opportunities for disabled people or people with long-term health conditions; believes that this will allow the service users to gain new skills and confidence and will provide a place to allow them to share experiences and support each other, and thanks the staff and volunteers at the Islay and Jura Community Enterprises Ltd for the service that it provides to vulnerable people.

That the Parliament congratulates everyone at the Whitehouse Restaurant, which is in Lochaline, on being named the Regional Winner for Scotland in the Good Food Guide Local Restaurant of the Year Awards; acknowledges that it was described as being “about as remote as you can get without leaving the mainland” and that it was nominated to be the top choice in Scotland by its customers; notes that its food is sourced locally where possible, including lobsters from the nearby Isle of Mull, and hopes that it will continue to thrive and demonstrate the world-class cuisine on offer in areas of the Highlands that are considered remote.

That the Parliament understands that Huntington’s Disease (HD) is a rare, hereditary, degenerative, incurable and ultimately fatal condition that attacks the brain and central nervous system and that the disease affects an estimated 1,100 people in Scotland, with a further 4,000-6,000 at risk of inheriting it; welcomes the Scottish Government’s decision to commission the Scottish Huntington’s Association (SHA) to lead on the development of a national care framework for HD to help drive up standards of care and support; further welcomes SHA’s announcement of a multidisciplinary expert group to lead on the development of the framework; wishes the SHA, the development group and the wider HD community every success in their work, and calls on health and social care providers throughout Scotland to get behind the growing movement to raise both awareness of HD and the standards of care and support provided to generations of families who have had its devastating impact visited on them.
